    Just got a call from this number with no voicemail. Online search leads me to believe it is Portfolio Recovery debt collection agency. I do not have any debt to be collected but I do often receive calls for a "Shawn Colvin" or could be "Polvin" not sure exactly.

    I think you are dead on, "Ohio". Portfolio Recovery must have hundreds if not thousands of numbers they use.  I did  a bit of research, and got the following from a government website."
    "A debt collector may not call you repeatedly or continuously to annoy, abuse, or harass you or others who share the number. Federal law doesn't give a specific limit on the number of calls." [http://consumerfinance.gov/]
    Putting "2 + 2" together, if Portfolio uses many numbers, they may be skirting the intent of the (?) "law". If you got 50 calls a day from 50 different numbers, how could you ever prove abuse or harassment?
    I didn't cause the downturn in economy. It isn't my fault the actions of others put me in this situation.  I owe:- no doubt about it.  I can't pay - if I could, I would.  So "Portfolio", eat [***] and bark at the moon.

    They are not looking for anybody who owes money. They are looking to scam and collect money from anybody  they can dupe into sending them any money. If anybody ever gets the urge to send these scam artists any money do yourself a favor and flush the money down the toilet instead of giving it to scam artists.

    Caller identified self as Portfolio/debt collector (for amount of $2500) on behalf of Capital One credit cards. I do not have a credit card from this bank, so this is a scam.

    its not a scam, [***].  they just have the wrong contact information.  or, just as likely, you guys forgot about or are in denial about your credit and loans, etc.  

    I quit paying my credit cards when the govt. bailed out the banksters.  i had about a 15k balance.  thats why they call me.

    if everyone told the usurers that they weren't going to collect, the world would be a much better place.

    no one is a dipsht for thinking these turds are a scam. They are. They don't give a damn if you actually owe a debt or not, are the person they are trying to reach or not, if they get a human on the line they are going to try to convince (scare, bllsht, whatever works) you to send them money. PERIOD!

    Is not that they're (Portfolio Recovery) like many other low life debt collectors out there, these guys actually are among the more professional debt collectors - hard to believe, isn't it? However because they buy leads and debt in bulk, they acquire old and statute expired debt, right along with legitimate ones. Unfortunately is not going to help their bottom line to try to figure which is which, so they go after all of them.  It gets nasty when they work an account for a while and there is no pay off.  At that point for all their grand standings, their agents act no different that any other low life debt collector. And no - they will not listen to any arguments about the debt is old, paid off, or not your. All they want is some money (10 to 30 cents on the dollar) so they can get the supervisors off their back and maybe get a bonus. This company is a big one so they know how to get around federal rules. If you want to get them off of you, go through your state's authorities.

    Apparently Portfolio Recovery is "expanding there options" by adding some new numbers to call you from.  I've been keeping a list (about 20 phone numbers....so far) and this is the first one from the 205 area.  Most seem to stem from the 757 region.  Be that as it may, I've learned to be cautious when getting a call from an unfamiliar number.  Besides, anyone who calls and doesn't leave a message is usually up to no good.  That's all the indication I need.  It certainly must enrage PR collectors that this simple logic exists!  Of course, we all know people who will answer ANY call that they get, and that's exactly what PR "goes to the bank" on.  They know a certain percentage will answer there calls and they get some to agree to repay delinquent debts.  Bottom line; DO NOT answer phone calls that are unfamiliar and/or leave no message.  These aggressive jokers are on "fishing" expeditions and they would like to catch YOU, if possible.  I would imagine they'd also like to shut down sites like this where people can post phone numbers (and identities) of these "mystery" callers.  Some mystery, eh?  As someone stated earlier, the best remedy for PR calls is to track them and contact your local state attorney's (or there web sites) for possible legal retaliation measures which may put money in your bank account, instead of Portfolio Recovery.
