Based on the questions asked, sounded like they were a marketing firm prospecting for leads. In my case they were looking for asbestos abatement and home renovation firms.

Calls from this number are generally legitimate business calls.

Concierge services such as Visa Black Card, Chairman Card, etc. have concierges who help find things on behalf of their customers.

When I call or email with a request, they often call me back on this number. If you are a business and receive a call from these guys, they are trying to gather information relevant to their customer's request.

It's the concierge desk for Visa Black Card / Chairman Card (outsourced to VIP Desk).

Customers call with requests to help find things and the concierge calls businesses they think can help.

Received a call this morning on my work #, was a software company calling to invite me to a 'cocktail event' to be hosted in my area to have a discussion about their offerings.

Seems the # belongs to a company that makes scripted calls for who ever is 'renting' their services today.

Today's caller (on July 31, 2014) left a message requesting roofing services in Geneva, NY.  And the caller provided a different phone number for me to call back. When I returned the call to the second number provided, I learned it was a legitimate number for the maintenance department of a nursing home in Geneva.

What I don't understand is why caller ID showed the 703-891-4620 number that is listed in Virginia.  Perhaps the caller does an online search for a specific service, types in a message, and then that message is transmitted via the 703 number.  I don't get where this brings any profit to the 703 party unless the person looking for service incurs a hefty phone charge for the call to be forwarded to a service company.  It doesn't make sense to me.

Just to put this to rest for everyone's sake... This is the outbound line used by the VIPdesk Concierge service that is outsourced by Citibank for the American Airlines AAdvantage World Elite Mastercard (and numerous other banks and credit cards.)

Customers (such as me) will call this number to get help procuring hard-to-find items, research purchases we intend to make, or even get them to make purchases on our behalf. The concierge makes the inquiries and gets the details and then sends an email back to the customer with all the pertinent information before offering to make the final arrangements on our behalf.

This is and will never be a scam call or someone prospecting for leads.

If you are unsure about this, tell the person who called that you would like to help but would like to know more about who they are and what they do and how they came to contact you with this request. They will tell you exactly what I just posted above.

In your case, the concierge probably called you and then left the customer's phone number for you to call back directly to expedite the process.

It's not a concierge service. The woman that called claimed to be from Oracle. That's not Citibank, or AA Airlines, etc.

If you have a legitimate business reason to call, you don't need to mask your identity.

    The Final Answer
Okay, here's the deal. YOU ARE ALL RIGHT! This is an outbound number that will show up for a call routing center that employs hundreds of employees across the USA. They often outsource those services for VIPDeck and related companies that provide concierge services for banks and their customers. Sometimes they provide lead prospecting services. Sometimes they are hired to simply call someone's customers and provide information/updates.

What you should ultimately know is that a call from this number is NOT likely to be a scam. If they say they are representing a high-end client who is looking for XYZ product/service, you can safely assume this to be the case. Similarly, if they call representing Oracle or some chauffeur service, it's because those companies are outsourcing some of their outbound calling. There's nothing sinister about it and there are plenty of legitimate business reasons for this to happen.
